Having secretaries is a way to delegate authority to carry out the president’s policies. Maybe Trump doesn’t need a secretary for every department. Trump is already the head of EVERY department and he’s already been confirmed. He could trim the executive branch down to the bare minimum and save $Trillions in the next four years.
