Prior to the announcement of the grand jury decision, Missouri Governor Nixon declared a state of emergency Monday and activated the National Guard.

But when the violent rioting started Monday night, the NG was nowhere to be seen. They arrived Tuesday morning only after 25 businesses were destroyed.

Missouri lieutenant governor Peter Kinder speculates that obama pressured Nixon to withhold the troops. Only a higher office, the president, could override a governor’s order to use the national guard.
