The government creates agencies …

… which enact restrictive regulations to control our lives. Regulations are really laws (allowing punishment) that bypass the legislative process. The people and their representatives have no say.

The use of agencies, headed by appointees, allows elected officials to be at least one step removed from the control they exert through their like-minded appointees.

This setup gives the elected officials deniability. Laws can be ignored and blatant lies can be fed to the public. When the situation gets too much attention the offending agent will be fired for the cameras and sent home, with a bonus – and pension intact. Another appointment is made and the agenda goes on.
